Aus gut unterrichteten Quellen habe ich folgen Information bekommen:

"The changes will be included in the 2013-2014 edition of the ICAO TI so they will come into force from January 1, 2013.

The changes primarily affect lithium ion and lithium metal batteries that are currently transported according to section II of the various packing instructions. Section II will have more stringent limits (e.g. for lithium ion cells over 2.7 Wh but no more than 20Wh if there are more than 8 cells in a package then they must be transported as Class 9 although they do not need a full transport document/shipping paper and they don't have to be in UN packaging.

So, for Li Ion:
Section I – Class 9, UN Spec Pkg, shipping document. (i.e. must conform to max permissible weight of the regulations). 5 kg (PAX) 35 kg (CAO)
Section I B – Class 9 but non-UN package, restricted to 10 kg (PAX or CAO) and a partial shipping document similar to the requirements for Dry Ice: (the name and address of the Shipper and consigneee, UN 3480 “PI 965 IB” and number of packages and gross mass of each package) and they will bear the Li Handling Label in addition to the Class 9 label.
Section II – (Excepted) limited to 2.5 kg for button cells, or 8 cells or 2 batteries. (Li Handling label only)
For Li Metal:
Section I – Class 9, UN Spec pacakge, full document,limited to 2.5 kg (PAX) and 35 kg (CAO)
Section I B – Class 9, Non-spec package, limited to 2.5 kg (PAX and CAO) but alternate document and Lithium battery handling label in addition to Class 9 hazard label
Section II – (Excepted) limited to 2.5 kg for button cells or 8 cells or 2 batteries. (Li handling label only)

The primary focus is to document more shipments on the NOTOC, require training for many more shippers and c) provide for some easement to shippers by eliminating UN Packaging requirements for larger quantities of batteries that are covered by Section II but will no longer be once the change is adopted. These changes affect only straight battery shipments and not those “Contained In” or “Packed With” equipment."

Bitte folgendes beachten:
Das Ganze ist noch nicht uebersichtlich. Diese Aenderungen sind offiziell noch nicht von ICAO angenommen. Das Protokoll der entsprechenden Sitzung des DGWP ist noch nicht veroeffentlicht, demzufolge ist es etwas schwierig, eine gesamte Uebersicht der Modifikation zu bekommen.
Aenderungen werden kommen als Folgen von UPS 6 in DXB und Asiana in Cheju.
Inwieweit sich das auf nationales (deutsches/ADR) Recht auswirken wird kann noch keiner sagen, aber ich kann mir durchaus vorstellen, dass UPS/Fedex/DHL/TNT ihre carrier variations ins Spiel bringen koennen, und dann eroeffnen sich neue Geschaeftsmoeglichkeiten fuer Gefahrenguttrainer, welche sich fuer LiB spezialisieren wollen.
Je mehr man in die verfuegbaren Datenbanken (soweit verfuegbar) einsteigt, umso mehr wird das Risiko Lithium Batterien (LiB) in Form von Lithium Metall (LiM) als auch Lithium ionen (Li-ion) ersichtlich.
Sobald es aber Teil der ICAO/IATA Richtlinine wird, werden u.a. auch die USA ihre Anforderungen harmonisieren (in diesem Fall verschaerfen duerfen, was sie bis jetzt nicht koennen auf Grund von gesetzlichen Vorgaben, haengt zusammen mit dem Budget der FAA).
Aber wie gesagt, Fedex und wie sie alle heissen, werden hier dann einen neuen Spielraum erhalten.

Der Vorschlag der Aenderungen ist jetzt bekannt geworden (siehe Anhang). Ein sehr umfangreiches Dokument, welches in Ruhe gelesen werden sollte, dann sollte man versuchen, all das in die Reihe zu bekommen, und zwar systematisch. Viel Spass.
